Summary


As part of the Phase 1 facilities development of the Anyala / Madu field (OML 83 & 85), FIRST E&P, a highly reputable and indigenous Nigerian company, identified the need for a robust Technical Safety Support as critical to successful delivery of what was Nigeria's "first wholly indigenous executed and funded integrated oil and gas project in the shallow offshore".


Melios was contracted by First E&P to provide Technical Safety Engineering (TSE) support from project concept to hook-up and commissioning phases. The support contract entailed provision of specialist TSE expert advice and guidance, development of a suite of TSE studies and delivery of a detailed ALARP Demonstration document that meet global standards and complies with local safety regulations.


A unique aspect of the project was the multifaceted contractor interfaces with each focusing on their assigned scope. Melios experience and pragmatic approach was vital in ensuring that TSE interfaces were effectively combined to create a robust and holistic ALARP Demonstration Case for the integrated facilities.


Melios facilitated the concept, integrated FEED, and hook- up and commissioning phase hazard identification studies, produced integrated TSE FEED deliverables, provided TSE expert representation at integrated design and process safety review workshops, and developed the integrated Safety Case for the Anyala Phase 1 facilities.
